question about rmvb to DVD

but how come when i watch it....the show is lag ga6 a* l( {% ~+ d m4 v$ n

i think because of the frame ratetvb now,tvbnow,bttvb' P4 d3 T% o8 L) V6 s

so how can i increase the frame rate
