I having the same problem although i'm using bitcomet 1.14 latest version, some movies still hanged at 99.9%. I check from the bitcomet's FAQ the below result that i can get. It's  not so helpful to me but hopefully it can give some idea for your guy to solve this problem.

   There maybe many reasons why this happen, up to now, the most reasonable ones are as following:. P7 o2 t2 ?8 j  G3 O
  L- P, w" d7 ]; y
    * torrent is out of date without complete BT seed. Only if someone make up for the lacked seed or provide long-time seed can you complete the download in this situation. But for video files, 0.01% will not affect the complete.
1 z$ E4 G1 n  i! B( h5.39.217.77:8898    * Besides video file, there are small image or text file contained in the BT task. As there is no seed or much less seed for these small files slows down the download speed. It's recommend you not download these extra files when selecting step.6 p3 r0 ^4 D% F+ l# `. |* I
    * Old BitComet version bug. BitComet clients transfer torrent by pieces which have the same size. All the files in this torrent are splitted into pieces, the size of which has been appointed by the torrent file. If there is more than one file to transfer, there might be some pieces contain head of file A and meantime tail of file B. As a result, although all the content in file A downloaded, the status of the file might keep permanent “99.9% finished” because some content from file B in this piece has not been downloaded.

  There are many reasons to why this happens. The following, are some:5.39.217.77:88989 O" A: ]+ n) [) d. [" K" c4 K

- E7 u# S- G: D5 v2 B) R: A& C2 G5.39.217.77:8898    * Taskname.piece_part.bc! was deleted accidentally. There is a boundary date which is contained in this file, and hash-check failed when it was deleted. If this was the cause, perform a Manual hash-check upon completion and then restart task to download.
1 U: e- c$ q1 H5.39.217.77:8898    * Parts of the file were deleted, when exiting BitComet. At the next login, the remaining file progress will appear as 99.9%. This is caused by hash-check failure, as some boundary data was deleted. The solution is the same as above. It is suggested to disallow the deletion of some files after download, so that the boundary date will be saved in taskname.piece_part.bc!.5 D* ]7 j7 W" M: w" q! L
    * Old Bitcomet version bug: Update your BitComet version or hash-check the BT task again, so that it will work properly.
I found another solution but i haven't try it yet.

( B( v# x% w( [6 O公仔箱論壇This doesn't always happen at 99.9%, it happens when it has all but the last piece. Piece sizes can vary from 32KB to 2MB, so depending on the total size of the torrent it may be on much less than 99.9% when it's time to download the last piece.3 X" R% R: f# u+ g5 o

0 v1 P  `4 Z: n9 |This problem is usually caused by some NAT Routers corrupting the data and affects most, if not all, BitTorrent clients. Make sure you're using the latest firmware (check your manufacturer's website for official firmware and installation instructions). People who get this problem usually get it on nearly every torrent.

Click Options > Preferences > Advanced > Connection and change "Maximum Connections per task" & "Connections to keep per task" to 1, then resume the torrent.

How this works... To keep the speed up right to the end of the torrent, once requests for all the required pieces are pending, BitTorrent requests them all from everyone that it's downloading from. It then sends cancel requests to everyone else each time one of the pieces arrives. So by lowering the connected peers to 1 it may stop the piece coming in from several peers at the same time and getting mangled by the router and/or BitTorrent/BitComet.

Select the torrent task in BitComet then click the Files section (bottom left in the main window). If it contains any of the following file types, right click them and select Priority > Disabled:5.39.217.77:88982 N1 O% h: f; G1 k/ ~' j" o. v$ E

This may fix it because these files are hidden system files that are specific to each system, so if somebody mistakenly included them in the torrent there will be a constant file overwriting battle between BitComet and windows.5.39.217.77:88980 i% N* V1 R* A: ?
