When 47 refugees mysteriously wash ashore a beach of a small fishing town, local sheriff Jude Ellis is first to arrive on the scene. The refugees claim to be from America, escaping a war that happens 180 years into the future. As the Department of Homeland security takes over the case, Sheriff Ellis launches his own investigation. Things get more complicated, however, when one of the refugees displays enhanced abilities.
