2 E2 B1 V. T, M2 l! Stvb now,tvbnow,bttvbTotally agree. It's proper and very common to ask someone if he or she can speak a language, such as do you speak French or Chinese (in this case, Chinesse is a language). Asking about a specific dialect is usually a follow up question.
