Please don't penalise someone just by his accent...  I've seen plenty of ppl who lived in English speaking country for decades (some who even were married to a native English speaker) but still speaks in a "weird" accent.

If your requirement is only "to know a bit of English", then I think  馬國明 has already fulfilled your request.  However, speaking like a native speaker is another issue!
