Well, if you are planning to play game along with other functions, i.e., listening to music and watching movie, I think Core 2 Quad is better than Core 2 Duo. And I personally believe Quad will eventually outperform Duo in the programs will be released in the near future. Also, the Q9xx0 series is better than the Q6xx0 series because of the energy efficiency.
For the video card, if you are not a hardcore gamer, meaning you do not play the latest games requiring DX 10 and using the highest display resolution, I suggest ATI HD 3870 using CrossFireX (meaning 2 or more HD 3870 installed in a motherboard and connect them with a provided CrossFire connector, which combines the workability of these cards) or a single ATI HD 3870x2 rather the NVidia based video card because even though NVidia is a better option in gaming environment, it is not as good a choice when watching HD movies.
For the motherboard, I suggest X38 motherboard simply because it supports DDR3 ram, which is the latest ram available in the market, and it will be good for at least 5-6 years before DDR4 hit the market.

For the fan, do you mean CPU fan or case fan? If you refer it as CPU fan, I will suggest Zalman or Scythe. They are very famous of making good air cooling product for CPU; for case fan, I don't think it makes much difference for the brand. So, I think I will give Cooler Master a try.
For the sound card, unless you are trying to do some professional level music production, most the motherboard out there provides high-definition audio solution that will be good for music listening.

i am not trying to raise any argument of intel vs amd.
but, generally speaking, intel works better for a pc for general purposes whereas amd is a better option if you use ur pc for gaming purposes.
