How to get the $6000 from HK government in Los Angeles, I don't have a bank account in HongKong and no plan to go back to Hong Kong within 2-3 years.
By any chance, can I open a bank account of Hong Kong (any bank is ok) in Los Angeles here, any advise??

In Toronto, you can open an a/c at Bank of China or HSBC.
BoC will charge you CAD$60 for opening an HK a/c, I have no idea if they still doing this now.
For HSBC, it is free if you have a premier a/c, otherwise, you have to pay CAD$100 for opening an HK a/c
