【北京＝関泰晴】中国外務省の洪磊・副報道局長は２８日の定例記者会見で、国家政権転覆扇動罪で懲役３年６月の刑期を終えて２６日に出所後、北京で家族と一緒に自宅軟禁下に置かれている人権活動家、胡佳氏（３７）について、「胡佳氏は現在、政治権利剥奪の状態にある。公安機関の決定に基づき、権利剥奪の期間中は取材を受けることができず、関係部門による監督、管理、観察を受けなければならない」と述べた。

Hu Jia a enfin retrouvé sa liberté dimanche, à Pékin. En avril 2008, ce dissident chinois de 37 ans avait été condamné à trois ans et demi de détention et une année supplémentaire de privation de ses droits politiques. La cour l'avait alors rendu coupable "d'incitation à la subversion contre la souveraineté de l'Etat" pour ses liens avec les médias étrangers et ses articles accusant le régime. Mais à peine sorti de sa cellule, le dissident chinois a annoncé son intention de "continuer sa mission".

Fervent opposant au Parti communiste, Hu Jia est connu pour son action en faveur de l'environnement et pour sa défense des droits des malades atteints du sida et des droits de l'homme en général. Il avait particulièrement irrité le pouvoir en critiquant l'attribution des Jeux Olympiques à Pékin. "Il faut être loyal envers sa conscience", a t-il affirmé à Hong Kong Cable TV le jour même de sa libération, défiant l'interdiction de donner des interviews qui lui est imposée.

En effet, Hu Jia n'a pas retrouvé sa pleine liberté. "Freer, not free", "plus libre qu'avant mais pas totalement libre", selon les termes utilisés par ses partisans. Il ne peut ni communiquer avec les médias ni faire de discours, voter, former une association ou participer à un rassemblement. Le dissident a retrouvé l'assignation à résidence à laquelle il était déjà soumis avant son arrestation. L'accès à sa maison dans l'Ouest de Pékin est interdit et une zone d'un kilomètre autour de son domicile est contrôlée par la police.5.39.217.77:88989 f. O" z" N3 l+ j$ N

Human Rights in China affirme qu'il n'a pas été autorisé à se rendre à l'église le dimanche de sa libération et que certains de ses amis ont également été assignés à résidence. "La stratégie des autorités semble être de couper toute connexion et tout communication entre les défenseurs des droits", estime l'organisation.

Dans un tel contexte, le courage d'Hu Jia préoccupe sa famille. Sa femme Zeng Jinyan a d'abord annoncé sur Twitter que son mari était "sain et heureux" malgré son hépatite B chronique aggravée par la détention. Mais elle s'inquiète du futur. "Pour le moment, je souhaite que tout reste calme. Je suis inquiète du fait que donner des interviews à ce stade lui poserait des problèmes. Soyez compréhensifs", a t-elle demandé à l'agence Reuters. Dans un message posté la semaine dernière sur internet, elle déclarait souhaiter que son mari s'occupe en priorité de sa santé et de sa famille, dont sa petite fille de 3 ans, pour éviter d'être arrêté à nouveau.; {/ ]2 l# B+ T+ R, \# B; M" C

Une angoisse partagée par le père et la mère d'Hu Jia. "Vis une vie ordinaire, ne te fâche pas avec le régime, parce qu'il est très cruel et il viole la dignité des citoyens arbitrairement", auraient-il demandé à leur fils. Considérés comme des opposants, ses parents ont eux-même été victimes d'une campagne de répression du Parti communiste, alors dirigé par Mao, en 1957. BEIJING (AP) — Despite recent releases of high-profile critics, China's authoritarian government seems as determined as ever to silence dissidents and run roughshod over their thin legal protections, activists and academics said Monday.
Sunday's scheduled release of the prominent activist Hu Jia from a Beijing prison came days after outspoken Chinese artist Ai Weiwei was freed after nearly three months in detention.
A major figure in China's dissident community, Hu advocated a broad range of civil liberties before he was imprisoned in 2008. Activists welcomed the releases but said the international community should not take the developments as signs of softening in the government's attitude toward its critics, noting that Hu was freed only after he had completed his 3 1/2-year sentence for sedition. "We closely follow dozens of rights' defense cases, and I've found that that at the grassroots and lowest levels of society in China, the rights defense environment has not seen any fundamental improvements," said Huang Qi, a veteran dissident who was released earlier this month from prison at the end of his 3-year jail term for illegal possession of state secrets.5.39.217.77:8898# N1 u& [% Z5 g9 C! j
"One cannot count how many ordinary people are being locked up or taken away every day," Huang said by phone.
Bruce Jacobs, a China expert at Monash University in Australia, said China was not easing its clampdown on dissent. "I don't think there's any evidence that the Chinese regime is softening up," Jacobs said. "I think fundamentally it will want to hold on to its hard line."
U.S.-based Chinese activist Wan Yanhai suggested, however, that there could be an easing of pressure on rights activists in the short term. Wan argued that the government might be realizing that the current crackdown has not prevented recent bouts of unrest, such as riots by migrant workers in southern China's Guangdong province and protests by ethnic Mongolians in the north.$ j4 D9 R" i' `6 z2 F
Many have pointed to the restrictions imposed on the dissidents despite their release as evidence the government is not letting up. Hu and his wife are apparently not allowed to receive any visitors.
"Everyone, please do not come to visit us, you will not be allowed in. We will meet you when there is a chance," Hu's wife, Zeng Jinyan, said in a posting on her Twitter page on Monday.& ]8 T; u1 y& X- j* l, d
Hu was dropped off at his Beijing home in the early hours of Sunday morning, apparently to evade media attention, and on the day of his return, dozens of police and plainclothes security patrolled the compound where the couple live." W7 p1 [, y; C% v" f" R/ U& v

"(My parents) have told me to just be a normal citizen and don't confront the system because this system is very cruel, using the country's absolute power to violate people's dignity without restraint. But I can only tell my parents I will be careful," Hu said.

Such illegal detentions mean China is moving further away from international norms on human rights, said Human Rights Watch senior Asia researcher Nicholas Bequelin.' W9 E4 u5 p- M

China's state-run Global Times newspaper, meanwhile, lambasted the Western media's coverage of Hu's release, saying that they were "making a saint" out of Hu, a person the paper said is unknown to most Chinese people.0 S  r* L4 \' O/ u( w
