The reason you are time out can be due to many reasons, one of them might be due to a wrong password or username signed or logged in too many times within a short period. They block or considered you as trespass or illegal user. Wait for a full 24hrs before you attempt to sign or log in again. If you still can't sign in by then you should approach facebook customer service to assist you and unblock you or help you with a new password.
If you just registered facebook and it is a new account without too many files and informations, just registered for a new account. Guess this would be so much easier eh, and faster to get you log onto facebook again.

If you have no problem logging on to facebook on other PCs, then it is probably the gateway of your own PC's Firewall, Adblock, or Antivirus, or even your Google or yahoo pop=ups could be blocking facebook. Just allow traffic for facebook, and your problem solved.
But I recommend you clean out your pc first of the histories, temp internet files and internet cookies first.
