Totally agree. It's proper and very common to ask someone if he or she can speak a language, such as do you speak French or Chinese (in this case, Chinesse is a language). Asking about a specific dialect is usually a follow up question.

正解。 广东话(cantonese)和普通话(mandarin)都是一种方言(dialect)，其它例如客家，台山话。。。; z; P1 u/ r, r- Z4 ~( S
而所有方言都是归类于中文(Chinese)。
