阿森纳的首席球探Steve Rowley揭露出早在梅西尚未在巴塞隆纳成为球星以前, 阿森纳就已有兴趣签下他.

他说: " 他和法布雷加斯在同一队中, 但我们不能做任何事, 因为由于他是阿根庭人, 而这会引起劳工证的问题"

劳工证的问题一向以来都是英超球会不能＂引进＂南美洲球员的问题。

希望英足总能够修改草案，以便让更多更好的南美洲球员能够顺利登陆英格兰！

As you notice, Most of this Good and Talented Player's (like KAKA, ROBINHO) have all transfered to Spain and Italy simply because their country don't have such a "Foreign Player's Rules & Regulations".

The reason why England establish the above Rules may due to their "Protection and Interest to England / Local Players", Therefore, as now you can see, England are the BIG-LOSER in this case.
