U got 130 Kb/s or U actually meant 130 KB/s.

If it is KB/s then it is decent. ( u% }. F, T& s7 i6 _* ^. R

If it is Kb/s then you certainly can tweek Utorent.tvb now,tvbnow,bttvb5 }) o6 X; t* Q3 T( X2 U1 U2 W
tvb now,tvbnow,bttvb. |) R) q) G( q7 C0 O2 u8 M* s
However, I would suggest you revert back to Utorrent 1.7 or 1.6. Actually lots of people prefers 1.6.5.39.217.77; Q- r4 b# B$ G# r! u! U ^

You need to post your utorrent congfig here so we know your settings.

And are you using Vista or XP?
